Motorists Charged With Violations On Routes 9, 22 PUTNAM COUNTY, N.Y. -- The Putnam County Sheriff's Department recently arrested two motorists on charges of unlicensed operation, according to police. Deputy Sheriff William Quick stopped a motorist on a traffic violation on Route 9 in the Town of Philipstown on Feb. 25. The deputy determined that the driver, identified as Adriano Puwainchir, of 214 Lafayette St., Cortlandt Manor, had a suspended license.
