Astorino Talks Mandate Relief, Pension Costs, Minimum Wage With BCW RYE BROOK, N.Y. -- County Executive Rob Astorino discussed mandate relief, pension costs and the minimum wage at the Business Council of Westchester's board of directors meeting Thursday. “Mandates are out of control,” said Astorino. Applications Open For Mount Vernon Youth Bureau After-School Employment MOUNT VERNON, N.Y. -- The City of Mount Vernon Youth Bureau is now accepting applications for winter after-school employment.  Applications will only be accepted in the Youth Bureau on Jan. 29 between the hours of 3 and 4 p.m. A birth certificate or passport must be submitted along with the application, as well as a social security card, school ID, last issued report card, proof of residence, proof of income and a work permit for applicants between 14 and 17 years of age.  Males over the age of 18 must bring proof of draft registration.
